If nothing arrives
No question about notifications appeared, or they are blocked
Browsers sometimes hold back the question on sites they haven't seen much, and never ask twice after a "Block". You can switch it on by hand.
It says "Sent to 0 devices"
The browser dropped its subscription. That happens when notifications were blocked for a while or site data was cleared. Allow notifications, reload this page and send a test: the page signs this device up again by itself.
It says sent, but nothing shows up
Check that your device allows notifications from your browser, and that Do Not Disturb or a Focus mode is off.
